Filibuster

Filibuster is the sea rover of 17th century that robbed usually the Spanish ships and colonies of America. The word came from the Dutch as the first inhabitants of San Domingo were from Netherlands. In French this word sounded like "flibustier" that is why some Englishmen referred this word to "freebooter".

Filibuster always had the document that allowed him to conquer the colonies and the ships. This document was got from the country that hired filibusters. Usually this document was called commission. And if filibuster didn't have commission he turned into the ordinary pirate that is why they always tried to get it.

Commission was given only during the war by one country to another and unlike the caper patent it described perfectly what colonies and ships filibuster had the right to attack. It also indicated the sea port where the got things could be sold. In fact commission was considered to be the one-time permission to piracy with very severe conditions. That is why it was easier to get commission than the caper licence. Governors of the far colonies in India that were existing practically with no help gave these commissions with great pleasure almost to every captain for money.

In such was filibuster was hired servant but nobody paid him. His payment was everything he got in the attack. He also gave the part of got money to the governor of the country that allowed him to hide in one of its colonies ports. Usually captains had several commissions that allowed them to choose whom and where to attack and that was not considered to be piracy.
